TikTok's Chinese parent company, ByteDance, has agreed to establish a new joint venture, with a majority US ownership stake, to address long-standing national security concerns. This deal marks a significant turning point in the app's journey, which began with a battle in August 2020 when former US President Donald Trump attempted to ban TikTok.

The new venture will operate under strict safeguards, ensuring the protection of US user data, algorithm security, and content moderation. Adam Presser, formerly TikTok's head of operations and trust and safety, will lead the venture as CEO, working alongside a predominantly American board of directors.

The agreement grants investors, including Oracle, Silver Lake, and MGX, an 80.1% stake in the joint venture, while ByteDance retains a 19.9% ownership share. This arrangement has been described as a "defining moment" by Marina Zhang, an associate professor at the University of Technology Sydney, as it represents the first time two governments have divided ownership of data on a single platform.

And this is the part most people miss... While Washington gains control over data and narrative, China has preserved its intellectual property, keeping the algorithm in Beijing. This delicate balance of power has been achieved through concessions on both sides.

During the Biden administration, US Congress passed a law that would have banned TikTok if ByteDance remained its owner beyond January 2025. However, the company missed this deadline, leading to a brief outage for American users. But on his first day back in office, Mr. Trump signed an executive order to keep TikTok operational.

The Trump administration had repeatedly extended the deadline for completing the joint venture deal, most recently pushing it back to January 23. Mr. Trump himself has over 16 million followers on his personal TikTok account and has credited the app with aiding his re-election campaign. The White House even launched an official TikTok account in August.
